The number is too long and unreadable. There should be commas so it would be possible to say it. Without them it makes no sense - one has to go to the end and put the commas in so that it means something. So I'm not lazy, the test is flawed! (I hate it when a salesperson says "that comes to three four nine" when what they really mean is three hundred and forty nine pounds.)
I was thinking more of people who might quote for a small job, such as a bit of plumbing, who try to disguise the cost by omitting the word "pounds" in a way which they probably think is cool or clever.
